US economy shrinks 0.1 pct., 1st time in 3? years

(AP) ? The U.S. economy unexpectedly shrank from October through December, the first quarterly drop since 2009 and a reminder of the economy's vulnerability as automatic cuts in government spending loom.

The Commerce Department said the economy shrank at an annual rate of 0.1 percent mainly because companies restocked at a slower rate and the government slashed defense spending. Those trends partly reflected uncertainty late last year about the fiscal cliff, which Congress averted in a deal reached Jan. 1.

Economists say those factors could prove temporary, and the likelihood of another recession appears remote. Still, the sharp slowdown from the 3.1 percent annual growth rate in the July-September quarter, also driven by a drop in U.S. exports, raised concerns about 2013.

Congressional Republicans seem determined to permit the deep cuts to strike the Pentagon and domestic programs to try to force Democrats to make budget concessions. And Americans are coming to grips with an increase in Social Security taxes that has begun to leave them with less take-home pay.

Government spending cuts and slower company restocking, which can fluctuate sharply, subtracted a combined 2.6 percentage points from GDP. Those two factors offset a 2.2 percent increase in consumer spending. And business spending on equipment and software rose after shrinking over the summer.

For all of 2012, the economy expanded 2.2 percent, better than 2011's growth of 1.8 percent. For 2013, analysts generally think the economy will grow at a steady if modest pace of roughly 2 percent as the housing and auto sectors continue to recover along with bank lending and consumer spending.

"Frankly, this is the best-looking contraction in U.S. GDP you'll ever see," Paul Ashworth, an economist at Capital Economics, said in a research note. "The drag from defense spending and inventories is a one-off. The rest of the report is all encouraging."

The plunge in defense spending in the October-December quarter followed a jump in the third quarter. The fluctuation might have reflected higher-than-usual spending that occurred in the July-September period in anticipation of government spending cuts later in the year. Some defense contractors reported lower government spending at the end of the year.

Last week, General Dynamics blamed a $2 billion loss in the fourth quarter on "slowed defense spending."

Exports fell by the most in nearly four years, a result of Europe's recession and slower growth in China and some other large developing countries.

Incomes, though, jumped last quarter as companies paid out special dividends and bonuses ahead of expected tax increases in 2013. Commerce estimated that businesses paid nearly $40 billion in early dividends. After-tax income, adjusted for inflation, rose 6.8 percent, the most in nearly four years.

Superstorm Sandy likely also dragged on growth by closing factories, disrupting shipping and shutting down retail stores. While the department did not specify Sandy's effect on GDP, it estimated that Sandy destroyed about $36 billion in private property and $8.6 billion in government property.

Subpar economic growth has held back hiring. The economy has added about 150,000 jobs a month, on average, for the past two years. That's barely enough to reduce the unemployment rate, which has been a still-high 7.8 percent for two months.

Economists forecast that unemployment stayed at that rate in January. The government will release the January jobs report Friday.

The slower growth in stockpiles followed a jump in the third quarter. Slower inventory growth means factories likely produced less. Heavy equipment maker Caterpillar Inc. said this week, for example, that it reduced its inventories in the fourth quarter as global sales declined from a year earlier.

Still, with consumer spending rising, companies might have to rebuild inventories in the current January-March quarter, economists say. That could boost growth.

Wednesday's report is the first of three estimates of GDP the government issues each quarter. GDP measures the nation's total output of goods and services ? from restaurant meals and haircuts to airplanes and appliances. The estimates of GDP are revised by an average of 1.3 percentage points between the first and third estimate. That means the final figure for the fourth quarter might end up showing either growth or a steeper contraction.

A big question for 2013 is how consumers will react to the expiration of the Social Security tax cut. Congress and the White House allowed the temporary tax cut to expire in January but prevented income taxes from rising for most Americans.

The Social Security tax increase will reduce take-home pay this year by about 2 percent. A household earning $50,000 a year will have about $1,000 less to spend. A household with two high-paid workers will have up to $4,500 less.

A key measure of consumer confidence plummeted this month after Americans noticed the reduction in their paychecks, the Conference Board reported Tuesday.

Several trends, though, are expected to boost growth later this year.

Home builders are stepping up construction to meet rising demand. That should create more construction jobs.

And home prices are rising steadily. That tends to make Americans feel wealthier and more likely to spend. Housing could add as much as 1 percentage point to economic growth this year.

In addition, auto sales reached their highest level in five years in 2012. That's boosting production and hiring at U.S. automakers and their suppliers.

Troops take control of Mali airport

Troops are in control of Kidal airport in northern Mali, seizing a key position in one of three provincial capitals the Islamist militants took last year.

French and Malian troops have recaptured two of the other cities, Timbuktu and Gao, in recent days.

Colonel Thierry Burkhard of the French army said the airport was taken overnight and described the operation in Kidal as "ongoing".

Haminy Maiga, interim president of the Kidal regional assembly, said French forces met no resistance when they entered the town on Tuesday. He said French troops and helicopters are in the city.

The loss of Kidal would mean the Islamists no longer control any of the northern provincial capitals that they seized last April.

Mr Maiga said: "The French arrived at 9.30pm aboard four planes, which landed one after another. Afterwards they took the airport and then entered the town, and there was no combat.

"The French are patrolling the town and two helicopters are patrolling overhead."

On Tuesday, a secular Tuareg rebel group said they were in control of Kidal and other small towns in northern Mali. Mr Maiga said those fighters had left Kidal and were at the entry posts on the roads from Gao and Tessalit.

France began sending in troops, helicopters and warplanes on January 11 to turn the tide after the armed Islamists began encroaching on the south, toward the capital.

French and Malian troops seized Gao at the weekend, welcomed by cheering crowds. They took Timbuktu on Monday. The Islamists gave up both cities and retreated into the desert.

JOHANNESBURG (Reuters) - A new cellphone video of the police shooting of 34 miners in South Africa in August has piled more pressure on the security forces, showing officers bragging about the killings and undermining claims they fired in self defense.

Reuters television footage of some of the killings at Lonmin's Marikana platinum mine showed a dozen striking miners being cut down in a hail of police gunfire.

The images of the bloodiest security incident since apartheid shocked the world and severely dented the reputation of Nelson Mandela's "Rainbow Nation" and the ruling African National Congress (ANC), which faces an election next year.

However, the majority of miners died in and around a small cluster of rocks - known as a 'koppie' in Afrikaans - about 400 meters (yards) away and out of sight of reporters and television cameras.

It is here that multiple witness reports have spoken of police officers gunning down miners as they surrendered or shooting them in the back as they fled.

The cellphone footage from the koppie, aired on Britain's Channel 4 television late on Monday, shows a police officer lying on the ground behind a rock with his pistol drawn.

The images were shot by his colleague, also lying in the grass, with the barrel of his sidearm regularly moving into the frame.

The first officer indicates that a miner is on the move in front of them. A voice can then be heard shouting: "Wait, don't shoot him, don't shoot him."

Gunfire is then heard, and the video cuts to the body of a man in jeans lying in the grass.

Moments later, another officer off-camera can be heard boasting about killing the man. "That motherfucker. I shot him at least 10 times," the officer says.

Channel 4 said the body had been identified and the man had been shot 12 times.

Police spokesman Dennis Adriao declined to comment on the latest footage.

The police have said they resorted to lethal force after coming under fire from some armed miners, although post mortem reports released to a judicial inquiry indicated 14 of the Marikana victims had been shot in the back.

The inquiry, chaired by a retired judge, is due to wind up in the middle of the year. Its findings are likely to be damning of the security forces and could have implications for President Jacob Zuma as he heads for an election due in just over a year.

Lonmin expressed horror at the bloodshed and, five weeks later, agreed a hefty pay hike that saw the striking miners return to work.

The White House feels Las Vegas is a community symbolic of the growing Latino population in both the state and the nation and since immigration reform is a pledge the president made during the campaign, the White House says he wants to deliver.

EL DIABLO IS IN THE DETAILS: Even the senators who wrote the immigration reform proposal outlined yesterday admitted there's lots of work still ahead. CHICK-FIL-A CEO AND GAY ACTIVIST FIND COMMON GROUND. The leader of a national gay-rights group says he's coming out-as a friend of Chick-fil-A CEO Dan Cathy, ABC's Chris Good reports. "I've gotten to know Dan, he's gotten to know me. He's shared concerns about young people, about Chick-fil-A being used for certain purposes," Shane Windmeyer, executive director of Campus Pride, told ABC News. Last year, Cathy sparked a national controversy by telling a radio host that "we're inviting God's judgment on our nation when we shake our fist at him and say we know better than you as to what constitutes a marriage. And I pray God's mercy on our generation that has such a prideful, arrogant attitude that thinks we have the audacity to redefine what marriage is all about." Windmeyer said that Cathy called him last year, during the heat of the controversy that led national gay-rights groups to protest Chick-fil-A. Kuwait MPs target financial help for citizens

KUWAIT (Reuters) - A parliamentary committee in Kuwait proposed on Sunday that the government pay a portion of the interest on citizens' personal loans and give a 1,000 Kuwaiti dinar ($3,500) gift to each Kuwaiti without such debts, state news agency KUNA reported.

The proposal from the financial and economic affairs committee, which is made up of members of parliament, would need approval of the wider assembly and the country's ruler if it is to be passed into law.

Lawmakers elected in December had originally sought a complete bailout of billions of dollars of household debt but were met with strong resistance from policymakers who said the plans were not feasible.

If the proposal becomes law it would not be the first time that Kuwait, one of the world's richest countries per capita, gives out such financial aid.

In 2011, to mark three major anniversaries, ruler Sheikh Sabah al-Ahmad al-Sabah granted 1,000 dinars to each of the country's 1.2 million citizens and as well as free food rations for 13 months.

Kuwait's oil wealth and generous welfare state have helped to shield the Gulf country from severe Arab Spring-style unrest, although there have been frequent demonstrations over political participation and other local issues.

Under the plan proposed on Sunday, the government would pay off interest incurred on loans. KUNA said this applied to the period between January 2002 to April 2008, citing committee rapporteur Safa al-Hashem. ($1 = 0.2818 Kuwaiti dinars)

Purported death threat throws Nevada assembly into uncertainty

LAS VEGAS (Reuters) - Just weeks before Nevada's Legislature is set to convene, an only-in-Las-Vegas series of events, including a lawmaker's alleged death threat against the speaker of the state Assembly, is offering a distracting sideshow.

The chaos began when Democratic Assemblyman Steven Brooks was arrested this month on accusations of threatening incoming Speaker Marilyn Kirkpatrick, also a Democrat. Kirkpatrick had recently passed Brooks over for the chairmanship of the powerful Ways and Means Committee, in the latest in a series of political disputes between the two, according to an attorney for Brooks.

After he was released from jail on bail last Sunday, Brooks called a news conference on Tuesday and then failed to show up. His attorney, Mitchell Posin, said the lawmaker had been hospitalized with intestinal bleeding.

Then, on Friday, Brooks gave an interview to the Las Vegas Review-Journal in which he proclaimed his innocence. He asked a reporter to take photos of him shirtless, with his arms outstretched, to document his bruises, and one of these appeared alongside the story.

Later the same day, police were called to a domestic disturbance involving Brooks, who was taken to a hospital for a medical evaluation, according to authorities.

Despite the kerfuffle, Brooks told the Review-Journal he would take his seat in the Legislature on February 4 - raising questions about just how the state should conduct business in such circumstances.

"It's become a multi-ringed circus," said Guy Rocha, historian and former state archivist. "We've never been confronted with the dynamics we're seeing right now."

Showy and sparkling, Las Vegas is not exactly known for its restraint - gamblers, bachelor parties and conventioneers flock to Sin City for a reason. Nevada has seen its share of political scandal, including U.S. Senator John Ensign's 2011 resignation following a sex scandal involving a former aide and four Clark County Commissioners going to prison for taking bribes from a strip club owner.

But even here, the Brooks story has caused a commotion.

If the 40-year-old second-term lawmaker does not resign, the Assembly may have to decide whether to take a vote to expel Brooks, who has been charged with but not tried or convicted of a felony.

Expelling Brooks, who police said was in possession of a .357 Smith & Wesson and 41 rounds of ammunition when arrested, would require a two-thirds vote of the state Assembly. It has never before been done.

While it may be a first in Nevada, 23 legislatures have expelled sitting members in the past 100 years, said Brenda Erickson, program principal at the Legislative Management Program of the National Conference of State Legislatures.

Last year, Illinois voted to expel a member of the state Assembly, Derrick Smith, after he was indicted on federal bribery charges.

DEATH THREAT

Las Vegas police learned of the alleged threat against the assembly speaker through Democratic state Senator Kelvin Atkinson, who told them last Saturday that Brooks had expressed a desire to "do in" Kirkpatrick, according to an arrest report.

Officers found Brooks driving around last Saturday with the gun, which was registered to another person. Brooks told police he had the gun because he had been invited to a National Rifle Association event at which lawmakers could shoot guns and learn about them. Police indicated in the arrest report that legislative staff said Brooks had not gone to the event. He was arrested and posted bail the next day, according to the police and local media.

Prosecution will be handled by the state attorney general, a Democrat, and Brooks is due in court on Monday over the alleged threat. Neither he, Kirkpatrick, nor legislative staff returned calls seeking comment.

But in the Review-Journal story in which he posed shirtless, Brooks he said it was he, not Kirkpatrick, who was in danger, and that he had an armed guard.

"No one is going to touch me again, I'm safe," Brooks told the reporter.

On Friday, his former boss, Las Vegas City Councilman Ricki Barlow, released a statement through an attorney saying that Atkinson sent him an email disclaiming the version of events from the police arrest report and accusing the North Las Vegas Police of "misinformation."

Atkinson could not immediately be reached for comment.

Meanwhile, another Democratic Las Vegas-area legislator, Assemblyman William Horne, told local media he was afraid for his safety, and was considering arming himself while attending the Legislature.

"I've never seen anything like this," said Jon Ralston, a columnist and TV host who has been covering Nevada politics for more than 25 years - and who said he has received text messages in the last week from Brooks at 1:41 a.m.

"One thing is for sure," he added. "We're closer to the beginning of this than the end."

"The NFL players have a union, they're grown men, they can make some of these decisions on their own, and most of them are well-compensated for the violence they do to their bodies," Obama said. "You read some of these stories about college players who undergo some of these same problems with concussions and so forth and then have nothing to fall back on. That's something that I'd like to see the NCAA think about."

Ryan says GOP needs to pick its fights with Obama

(AP) ? Rep. Paul Ryan said Saturday that Republicans need to stick together and pick their fights during President Barack Obama's second term, rejecting some White House proposals outright and trying to infuse others with conservative principles.

In a speech to conservatives, the GOP's 2012 vice presidential nominee said Obama would attempt to divide Republicans but urged them to avoid internal squabbles after a second straight presidential loss.

"We can't get rattled. We won't play the villain in his morality plays. We have to stay united," Ryan said at the National Review Institute's weekend conference on the future of conservatism. "We have to show that if given the chance, we can govern. We have better ideas."

The Wisconsin congressman outlined a pragmatic approach for a party dealing with last November's election defeats and trying to determine whether to oppose Obama's agenda at every turn or shape his proposals with conservative principles.

How the party moves forward was a major theme of the three-day meeting of conservative activists who also heard from Gov. Scott Walker of Wisconsin and Sen. Ted Cruz of Texas. Govs. Bobby Jindal of Louisiana and Bob McDonnell of Virginia were scheduled to address the conference on Sunday.

The theme also dominated the Republican National Committee's winter meeting, which ended Friday in Charlotte, N.C.

With a surging minority population altering the electorate, Republican leaders have discussed the need to attract more women and Hispanics while at the same time standing firm on the values that unite conservatives. Republicans said despite the losses, the party could return to power by projecting optimism and attracting new voters with a message of economic opportunity.

Walker, a star among conservatives after surviving a union-led campaign to recall him from office, said government needed "brown-bag common sense," a reference to his frugal practice of packing his own lunch of ham-and-cheese sandwiches every day. Qualities like optimism, staying relevant to voters and showing courage in tackling big problems would be rewarded at the voting booth, he said.

"We've got to learn to be more optimistic. We've got to learn to give a viable alternative to the voters," Walker said.

Cruz said Republicans needed to use upcoming fights over the budget and the deficit as "leverage points" to tame long-term spending and debt. Projecting an upbeat outlook for the party, he said Obama's policies would drive many voters to Republicans just as many Americans turned to Ronald Reagan after the economic turmoil of the late 1970s.

"We're on the verge of a rebirth of conservativism," Cruz said.

Looking ahead, Ryan rejected the notion that Republicans were "in the wilderness," noting that the party controls the House and most statehouses. But he said Obama's victory over Romney meant that Republicans would need to recalibrate their approach to deal with the new political realities.

"If we want to promote conservatism, we'll need to use every tool at our disposal," Ryan said. "Sometimes, we will have to reject the president's proposals ? that time may come more than once. And sometimes we'll have to make them better." He said Republicans should have two main goals for the next four years, namely "to mitigate bad policies" and "to advance good policy wherever we can."

Ryan acknowledged that "we all didn't see eye to eye" on the recent "fiscal cliff" vote to deal with a combination of spending cuts and higher taxes that were set to take effect at the start of the year. He defended his support for the bill, saying it was the only way to avoid sweeping tax increases and prevent the economy from going into a free-fall.

As chairman of the House Budget Committee, Ryan said Republicans needed to guard against a debt crisis for the country that would undermine the economy. He said he would promote changes to Medicare and Medicaid and would propose a budget "that will balance and pay down the debt."

But November's election results still linger. Ryan said he was "disappointed" by the outcome, saying he was "looking forward to taking on the big challenges" while living at the vice president's residence. "My kids were looking forward to having a pool," he joked.

Enjoy a Flavour Explosion with Malaysian Satay

Anyone planning a visit to Malaysia will enjoy a culinary journey like no other where a melting pot of cultures including Malay, Chinese and Indian fuse together to create a mouth-watering gourmet treat.

Of particular Malaysian cuisine infamy is the use of satay in Malaysian cooking. This popular dish of seasoned, skewered and grilled meat is guaranteed to tantalize taste buds and is a firm Malaysian food favorite for locals and visitors alike.

Know as sate in Malay, it most commonly made with chicken, beef or pork but goat, mutton, fish, tofu and other meats can also be served. In some instances, exotic species such as horse, snake and crocodile can be offered to the more adventurous foodies.

The popularity of satay in Malaysia is widespread and its delicious aroma can be found up and down the country; from vendors selling tasty morsels on street corners, hawkers cooking from food carts and even being served up at five-star restaurants. During festivals and celebrations, satay is often served to family and friends too.

Turmeric is one of the most important ingredients of the marinade, giving the dish its distinctive yellow color. Satay is always served with a spicy peanut sauce which accompanies the meat.

More traditional places will use skewers from the midrib of a coconut plant frond although cheaper bamboo skewers are more commonly used. These are then grilled or barbecued over a fire to perfection.

Satay is a much loved dish in many parts of Southeast Asia and although it is argued that its origins stem from Indonesia, the dish still remains in the hearts of many Malaysian's as their national dish.

Many believe that Kajang, Selangor is the satay capital of Malaysia. They have their own signature satay dish, Sate Kajang, which is the generic name for a style of satay where the meat pieces are larger than normal. The sweet peanut sauce is also often accompanied with a serve of fried chili paste.

Other regions in Malaysia have also put their local variation on the popular dish. Penang favors the sate "lok-lok" which involves the meat being skewered on the meat, being boiled in water or stock, and then being smothered in the peanut sauce. Visitors to Malacca may notice the local's preference for the sate "celup" (dip satay) where the satay is cooked with the boiling satay sauce.

One popular Western misconception is that 'satay' refers to the peanut sauce. In reality, the term refers to any grilled skewered meats with a number of sauces. However due to the widespread international understanding of what satay is, the term has now evolved to mean the satay style peanut sauce.

For anyone planning a visit to Malaysia, sampling the wide array of delicious Malaysian cuisine on offer is an absolute must.

For those who cannot wait to taste the real deal but would like to try the use of satay in Malaysian cooking at home, here is a simple recipe to impress friends and families with the taste of Malaysia!

A simple and delicious Malaysian satay recipe

Ingredients
1 lb beef/chicken/pork
1 tsp coriander powder
2 stalks of lemon grass
6 shallots (peeled)
2 cloves garlic (peeled)
4 table spoon cooking oil
1 tea spoon chili powder
2 tea spoon turmeric powder
4 tea spoon "kecap manis" (sweet soy sauce)
1 tea spoon oyster sauce
Bamboo skewers (soak in water for two hour to avoid burning)
1 cucumber (peeled and cut into small pieces)
1 small onion (quartered)

Method:
1. Dice the meat into small cubes
2. Combine all other ingredients (apart from cucumber and onion) into a food processor
3. Add in a little water if necessary
4. Marinate the meat with the paste for 10-12 hours (cover and keep in refrigerator)
5. Thread the meat onto the bamboo skewers and grill for 2-3 minutes on each side
6. Serve with the cucumber and onion slices and enjoy!
